Breaking-Change Policy

Universal Manifest treats breaking changes as high-governance events.

A change is breaking when previously conformant behavior can become non-conformant without adopter opt-in.

Required process

1. RFC with compatibility impact and migration path.
2. TSC review and approval.
3. Adopter communication plan.
4. Versioning and deprecation alignment.
5. Rollback guidance.
